- No. It means the illustration reaches the borders, and it turns up in many rarities, from Promo to Special Illustration Rare. Promos alone include both full art and framed cards.
- What counts as full art here?
- Art that reaches the edges of the card and shows a scene or a Pokémon. Gold Item cards that are borderless but show a frying pan don't count.
